Enforcement actions targeting anti-competitive practices in public tenders worth nearly 3.5 billion soums have been resolved across Surkhandarya and Jizzakh regions, with binding instructions issued, financial penalties imposed and administrative cases forwarded to the courts.

Surkhandarya: Two Separate Violations, Two Separate Proceedings

The Surkhandarya Regional Department identified breaches of competition legislation in a tender organised by Sharg’un Ko’mir JSC, a coal company, with an initial contract value of nearly 1.8 billion soums. The Special Commission opened a case against the customer organisation, issued a binding instruction to remedy the violation and imposed a financial penalty.

A second set of anti-competitive practices was uncovered in tenders run by the Angor District Landscaping Department, covering procurement valued at nearly 1.3 billion soums. The Special Commission again initiated a case, and information regarding the administrative liability of the responsible official was referred to the judicial authorities.

Jizzakh: Electronic Monitoring Flags Medical Centre Tender

In Jizzakh region, the violation came to light not through a traditional inspection but through monitoring conducted via an electronic special information system — a detail that illustrates the growing role of automated oversight in Uzbekistan’s procurement control framework. The Regional Department found breaches of the Law On Competition in a tender organised by the Jizzakh branch of the Republican Specialized Scientific-Practical Medical Center for Mother and Child Health, which had sought to procure office equipment at an initial value of 401 million soums.

The Special Commission issued a binding instruction to eliminate the violation and filed an administrative offence report against the responsible official of the customer organisation, which was forwarded to the judicial authorities.

Across all three cases the violations have been formally addressed, though the referral of administrative cases to courts means proceedings against individual officials remain ongoing. The actions were carried out by regional departments operating under Uzbekistan’s competition authority.
