Saida Mirziyoyeva, Head of Uzbekistan’s Presidential Administration, met with Peter Lee, Chairman of Henderson Land Group — one of the largest holding companies in the Hong Kong Special Administrative Region — on October 16 to explore investment cooperation in renewable energy, infrastructure for the New Tashkent development, and education.
During the talks, Mirziyoyeva pointed to the Tashkent International Financial Centre as a key institutional platform for facilitating partnership initiatives with Hong Kong business circles, and underscored the government’s readiness to support incoming investment. She described the opportunities for long-term economic cooperation between the two sides as significant.
The meeting with Henderson Land Group takes place against a backdrop of accelerating economic engagement between Uzbekistan and Hong Kong. A Hong Kong business delegation’s visit to Central Asia earlier this year resulted in the signing of 96 agreements and memoranda of understanding valued at approximately $1.65bn across Uzbekistan and Kazakhstan, spanning trade, finance, technology, aviation and investment.

Diplomatic momentum has also built on the sidelines of those commercial talks. During Hong Kong Chief Executive John Lee Ka-chiu’s visit to Uzbekistan, the two sides made progress toward establishing a mutual 30-day visa-free arrangement and discussed improving air connections. Cooperation in fintech, artificial intelligence, logistics and green finance was also on the agenda at that time.

No specific financial commitments or project timelines for Henderson Land Group’s potential involvement were disclosed following the October 16 meeting. The precise scope of the education component also remained undefined in the official readout.
